Procurement Team Function 

  • Implement effective procurement framework, tools, reporting, policies and processes, e.g. to name a few, but not limited to delegation of authority matrix, supplier on-boarding, RFP-PR-PO-Invoice policies and processes
  • Process purchase orders; identify and reconcile any invoice discrepancies
  • Integrate and collaborate with key suppliers and internal stakeholders to ensure the suppliers remain focused on service, supply, quality, and cost reductions
  • Ensure optimization of sourcing strategies and procedures to attain maximum costs efficiency (through price negotiations and deal structure optimization): Review proposals, negotiate costs, select or recommend suppliers in alignment with internal stakeholders requirements
  • Ensure continuity of supply by conducting due diligence of potential key suppliers (e.g. financial stability, quality, end-of-life issues etc) 
  • Establish and maintain strong relationships with all stakeholders to understand procurement requirements and pipeline of procurement related work
  • Ensure all suppliers are chosen objectively based on merit and agreed criteria, and without conflict of interest
  • Ensure that all relationships with suppliers are supported by appropriate legal and corporate agreements

Your Responsibilities  

  • Develop, roll out, maintain and continuously innovate on procurement framework, which encompasses procurement policy, process, techniques and tool(s)
  • Develop and maintain delegation of authority matrix and process to govern procurement
  • Responsible for price-value negotiation and tender management (RFP/quotation management)
  • Working with multiple stakeholders on contract documentation
  • Establish and maintain strong relationships with multiple stakeholders to understand procurement requirements and optimize pipeline of procurement related work
  • Drive sourcing productivity and efficiency through digitization and other methods where appropriate e.g. Use of a reliable system to manage and tracks PRs, POs 
  • Develop savings report matrix and tracker and share with relevant stakeholders

At present, this will be a sole contributor role. You are expected to prioritize the development and rolling out of the procurement framework for N. 

Required Skills

  • Degree in Finance, Accounting, Business, or related discipline
  • At least 3 years in Procurement, ideally with experience building/developing procurement function from ground up
  • At least 2 years experience in managing a team 
  • Strong negotiation skills with international suppliers of software and equipments
  • Ability to build good relationships with vendors and suppliers 
  • Strong English verbal and written communication skills
  • Meticulous, with high level of attention to detail
  • Nice to have: Professional qualification in procurement (e.g. CIPS or equivalent) and experience in SaaS environment 

This position 

  1. Reports to Finance Director
  2. Based in Singapore or Hong Kong at a grade A office building
  3. Full-time employment, 40 hours per week, flexible working hours
  4. Involves travel between Hong Kong and Singapore roughly once per quarter, at a schedule of your choosing
